-Dynamize social, virtual and human networks, favoring access and appropriation of the rights of participants with disabilities served in the modality. This in co-responsibility with their families and in search of the generation of social transformations against the concept of intellectual disability. Also to the guarantee of rights through the mobilization of the National Family Welfare System.

The Tobías Emanuel Institute consolidates the modality as a program aimed at providing comprehensive care processes based on the quality of life criterion. Its purpose is to strengthen the unity and family structure of children and adolescents to prevent and promote the guarantee of their rights, promote their social inclusion and improve the quality of life.
Intervention Strategy in the Capacity Building modality
Recognizing that there are multiple ways of developing work with children and adolescents with disabilities and their families, this program establishes various intervention strategies. They seek to have a significant impact on the development and strengthening of the adaptive skills of the beneficiaries.
One of them is art, through which beneficiaries strengthen their relationship with the world. They discover it, discover it and appropriate various knowledge. It is the generator of the development of the natural creative expression that every being brings with it. It stimulates both qualities and social, moral values and self-esteem. And it also contributes to the development of skills such as psychomotricity, expression and symbology.
At the same time, new tools are made available that allow the integral development of our beneficiaries. They are articulated to the mobilizing axes proposed from the ICBF Operational Manual: Art and Culture, Sport and Recreation, Science and technology and Literature and play.
All these efforts together with working with families allow us to guide the construction of their life project and promote their social inclusion.
